NATA Aviation Leadership Conference Addresses Critical Aviation Business Issues

|
The National Air Transportation Association’s (NATA) annual Aviation Leadership Conference (ALC) closed Wednesday after two successful days of panels and discussions. Held for the first time at the MGM National Harbor in Oxon Hill, MD, the conference’s agenda explored a range of relevant and important topics to the aviation business industry from emergency planning, to Capitol Hill updates, to airport/community issues and succession planning.
“Thank you to everyone who joined us at this year’s ALC and preceding meetings,” said NATA COO Tim Obitts. “NATA appreciates the strong and loyal following the Aviation Leadership Conference has had over the years, but we were also very pleased to welcome many new attendees. This event continues to progress as the face of our industry evolves. We look forward to continuing to leverage the energy and expertise of our dedicated staff and membership to advance the safety, security, and success of the industry as we approach our 80th year of service.”

FAA Publishes Details on ADS-B Privacy for Operators
|

|
NATA and other industry partners have been working with FAA toward the 1 Jan 2020 implementation date for Automatic Dependent Surveillance – Broadcast (ADS-B).
Early in discussions, stakeholders recognized that since ADS-B provides real-time information on aircraft identification, there were privacy issues that needed to be addressed, in particular for business and general aviation aircraft operations.
FAA has recently finalized and published guidance to enable operators to limit the availability of real-time identifying information for a specific aircraft. To address privacy concerns, FAA has developed the Privacy ICAO Address (PIA) program. On or slightly before the implementation deadline of 1 Jan 2020, operators will be able to apply for assignment of such an address for their aircraft.

The industry has stated and indicated the risk of accidental discharge of these systems is high and such discharges include significant costs related to clean-up, aircraft damage, and possible environmental damage. This month, NATA began a petition for the National Fire Protection Association (NFPA) Standard for Aircraft Hangars—NFPA 409—comments on hangar foam.
NATA is submitting the following proposal to the NFPA 409 revision process:
- Removing the requirements for foam fire suppression for most general & business aviation hangars. (Would still require foam for general & business aviation hangars that house hazardous operations)
- To raise the maximum door height for general & business aviation hangars from 28ft. (Research is underway to determine appropriate height)
- To create a more sensible definition of defueled/unfueled aircraft
To correct an error in removing the fire suppression exemption for cluster hangars promulgated in 2016

Fighting Back Against Human Trafficking

During NATA’s Aviation Leadership Conference kickoff keynote speech, Philip Langford, President of the International Justice Mission, discussed the global battle against trafficking. Langford expressed some 40 million men, women, and children are trapped in slavery, whether through forced labor or prostitution, in what amounts to a $510 billion business.
“The brutality is real…It is more vast, more brutal than at any time in history,” Langford told conference attendees. But he also offered a message of hope, saying the activity is more stoppable than ever before, particularly when government scrutiny increases, and the risks increase for the traffickers. While the vast majority of trafficking occurs in less-developed nations where police and government intervention are minimal, it is a global problem,” he said.
NATA COO & General Counsel, Timothy Obitts announced that NATA is working with the U.S. Department of Homeland Security (DHS) on training videos that can help aviation businesses to remain on the alert in the fight against human trafficking.
Langford’s advice to conference attendees was to pay attention to activity that does not seem legitimate and follow instincts. But he warned that finding potential victims through airports might be difficult because they can be hard to detect, or they might not understand that they are about to step into an enslaved situation.
