null NATA Maintenance Committee Releases Fall 2012 Best Practice

The NATA Aircraft Maintenance and Systems Technology Committee has released its fall 2012 best practice regarding aircraft minimum equipment lists (MEL). The MEL is a document and method aircraft operators use to obtain relief from federal aviation regulations requiring that all equipment installed on their aircraft be operative at the time of flight. It is aircraft-specific and spells out which pieces of equipment may be allowed to be inoperable along with any procedures that are required for an aircraft to operate under specific conditions while maintaining airworthiness.

null2013 Drug And Alcohol Testing Rates Announced

The FAA has announced the 2013 random drug and alcohol testing percentage rates for aviation employees covered by federal drug and alcohol testing regulations.

For the period of January 1, 2013, to December 31, 2013, the random drug testing rates are:

  • Drug testing = 25% of safety sensitive employees
  • Alcohol testing = 10% of safety sensitive employees

These rates remain unchanged from 2012 and reflect the lowest rates permitted under the law.

nullIRS Announces Excise Tax Rates For 2013

The Internal Revenue Service (IRS) has announced the 2013 federal excise tax (FET) rates for commercial aviation. The new rates are in effect beginning January 1, 2013.

The commercial FET rates subject to annual inflationary adjustment are the Domestic Segment Fee, International Facilities Fee and the fee for flights to Alaska and Hawaii. Other rates (e.g. noncommercial fuel taxes, 7.5% for commercial passenger transportation and 6.25% for cargo) remain in effect unchanged and are not subject to inflationary adjustments.

The adjusted FET rates are:

  • Domestic Transportation of Persons Segment Fee : $3.90
  • International Facilities Fee: $17.20
  • Fee for flights to Alaska and Hawaii: $8.60

The revised fee rates are listed in IRS Internal Revenue Bulletin 2012-45.

nullApplications For 2013 AMT Employer Recognition Award Program Now Available

NATA’s Aviation Maintenance Technician Employer Award Program is open to any full-time aircraft and/or components maintenance or repair business or other entity that conducts aviation maintenance. The awards program recognizes aviation maintenance organizations that encourage and support aviation maintenance technician (AMT) training. The award is based on the percentage of AMTs employed (directly or indirectly) by a maintenance organization that participate in qualified training events. An AMT must complete at least 12 hours of training each year to be counted towards the organization’s award percentage.

In 2012, 32 businesses received either the one, three or five star award for their participation in the program. Applications for the 2013 award are now available and will be accepted through January 31, 2013.

nullOhio Governor Declares December 2012 As “General Aviation Appreciation Month”

NATA and other national industry associations recently welcomed the news that Ohio Governor John Kasich has declared December 2012 as “General Aviation Appreciation Month” across the state. General aviation airports in Ohio contribute more than $5.5 billion annually to the economy and support more than 17,000 jobs, according to the Alliance for Aviation Across America.

The Ohio Department of Transportation’s Aeronautics Division notes that the total economic impact of general aviation airports is $1.7 billion. Ohio is home to 46 NATA member companies that provide a variety of services to rural and urban business across Ohio.

“We thank Governor Kasich for recognizing the importance of the state’s general aviation industry,” stated NATA President and CEO Tom Hendricks. “Across Ohio and the nation, aviation helps local groups and first responders to respond quickly to emergencies and natural disasters, deliver goods and medical care, and support local businesses.”

At this year’s Aviation Business Roundtable, National Transportation Safety Board (NTSB) member Robert Sumwalt encouraged NATA members to familiarize themselves with the NTSB investigation process. Member Sumwalt subsequently provided the following document titled “Information And Guidance For Parties To NTSB Accident And Incident Investigations” to share with roundtable attendees as well as our membership at-large.

The upcoming year is looking to be busy for aviation. With new Members of Congress to educate on the importance of aviation and the need to re-develop and support the General Aviation Caucus, there is no time like the present to inform your representatives and senators of the vital role aviation businesses play in our nation’s economy. User fees on general aviation are an ongoing issue, this time in the form of a $100-per-flight fee that is included in the President’s fiscal year 2013 budget plan.

NATA supports Members of Congress that have maintained a leadership role on issues important to NATA members by contributing to their congressional campaign. Through the NATA Political Action Committee (NATAPAC), we are able to contribute to the congressional campaigns of Members of Congress that support aviation businesses, regardless of party affiliation. We must work harder than ever to ensure that Congress does not accept the President’s user fee proposal or target general aviation unfairly with negative policies.

The Air Charter Safety Foundation (ACSF) is pleased to announce that Averitt Air of Nashville, Tennessee, is the newest charter operator to join the ACSF. Along with 97 other companies, Averitt Air now supports the mission of the ACSF to raise the safety bar in the on-demand air charter and fractional industry.
