Debate on Whether to Create a Corporatized Air Traffic Control System Intensifies

Though the draft House FAA reauthorization bill is not yet available, stakeholder debate about the merits of creating an air traffic control corporation is increasing. Last week a new consumer coalition, Americans Against Air Traffic Privatization, was launched announcing “privatizing our air traffic control system will needlessly disrupt one of the safest air traffic control systems in the world, eliminate middle class jobs, increase costs for passengers, close facilities in rural areas, and slow down the implementation of much-needed technology, like NextGen, that is already beginning to improve air travel in our country.” Last Thursday, the bipartisan leadership of the Senate Appropriations Committee wrote the Commerce Committee expressing their opposition to Senate FAA reauthorization legislation creating an ATC corporation. Today, a USA Today column posted by Steve Dickson outlines how privatizing air traffic control will increase traveler costs, citing high ticket prices in Canada and the United Kingdom as examples.

The draft House legislation is expected to be unveiled as early as this week.

Last Call for Comments on FAA’s Draft Advisory Circular 43-210A

The comment period on the draft AC 43-210A closes, this Sunday, February 7th. The AC describes a standardized procedure for requesting approval of technical data associated with major alterations/repairs for certificated products. The AC also provides information that can help determine if a proposed repair/alteration requires approved data; guidance and standardized procedures for obtaining field approval of data; and Instructions for completing the field approval checklist located in the AC’s Appendix A. In the past Field Approvals have been a point of contention regarding consistency and standardization of application of policy and regulations. The original version of the AC created a baseline for both the FAA and industry in classifying major repairs and alterations as well as what data was needed to support repair or alteration. In this revision the FAA has updated the AC to compile all the information necessary to classify and support the repair and alteration into one place from classifying data to role and responsibilities.
