NATA Intervenes to Assist Pilatus PC-12 Charter Operators

The FAA is shortly expected to announce the resolution of an issue preventing air charter operators from adding certain Pilatus PC-12 aircraft to their certificates. Resolution of the issue began as a result of an NATA Air Charter Operators Town Hall earlier this year, when a member company alerted the association that a local FAA office had denied requests to add to their operating certificate several PC-12 aircraft intended for passenger operations.

NATA immediately reached out to FAA headquarters staff to understand and resolve the issue, which was over whether and how older model Pilatus PC-12s meet the electrical power requirements applicable to passenger operations under instrument rules in a single-engine aircraft. The issue was not limited to one company, but rather multiple operators across the country were experiencing the same problem. The FAA’s expected announcement will clarify the process for evaluating certain older PC-12 aircraft for passenger-carrying operations under Part 135. Concurrently, the FAA will also issue new inspector guidance reflecting the same information and procedures. NATA will immediately post the information on its website and social media channels when the FAA makes its official announcement.

Senate Funding Bill Rejects ATC Privatization; Includes NATA Asks

Last week, the Senate Appropriations Committee approved the Fiscal Year 2018 Department of Transportation funding bill, providing the Federal Aviation Administration with $16.97 billion for the fiscal year, beginning October 1st. The legislation rejects the Trump Administration’s proposal to privatize the nation’s air traffic control system and includes provisions sought by NATA on behalf of the aviation business community.

In a press release, NATA President Marty Hiller commended the Committee stating, “the committee-approved legislation continues to demonstrate the lack of necessity for ATC privatization” by giving the FAA nearly $900 million more than the Administration requested and providing over a billion dollars to support NextGen modernization. Hiller also recognized the Committee’s inclusion of two provisions beneficial to aviation businesses, sponsored by Senator Jerry Moran (R-KS), that will enhance Part 135 safety and regulatory consistency. “NATA and the entire aviation business community is deeply indebted to Senator Moran for his continued support, including his unwavering opposition to ATC privatization.”

House Vote on ATC Privatization Delayed Until September | NATA Urges Members to Continue Contacting Lawmakers in Opposition

On Friday, the House of Representatives adjourned for its traditional August recess without considering H.R. 2997, legislation to privatize the nation’s air traffic control system. The legislation’s author, Transportation Committee Chairman Bill Shuster (R-PA) is not giving up the effort, telling reporters it needs just a few more Members of Congress to commit to supporting it before it can be scheduled for a vote in September.

Members of Congress often pass through FBOs during the August recess, providing an excellent opportunity for aviation businesses to interact with their elected officials, discussing the dangers ATC privatization poses to general aviation and showcasing the good paying jobs created by the industry. Companies interested in offering a tour of their facility or requesting a meeting with their Member of Congress are welcome to contact the NATA Legislative Affairs team for assistance.
