NATA Releases Avoid Illegal Charter Survey | Tell Us How You Have Been Affected by Illegal Charter

NATA has released a survey in conjunction with its Fly Smarter: Avoid Illegal Charter campaign (www.avoidillegalcharter.com) to collect information about illegal charter activity in the business aviation community. The Avoid illegal Charter website provides tools and educational resources to assist the industry and public in avoiding illegal charter. NATA hopes to gather data and feedback through the survey on the impacts of illegal air charter from its members that the Association can then use in future advocacy efforts. If you have been affected by illegal charter, please take 5-10 minutes to fill out the survey here.

Your responses will remain anonymous and neither you nor your company will be identified. NATA asks that members make their best effort to only have one survey response per company. By working together as an industry, we will be able to put an end to illegal charter and the detrimental impacts it has on our industry.

NATA Supports PLANE Act: Legislation Against Diverting Noncommercial Jet Fuel Tax Revenue

Last Tuesday, U.S. Senators Jim Inhofe (R-OK) and Angus King (I-ME), introduced the Promoting the Launch of Aviation’s Next Era (PLANE) Act of 2019NATA supports the introduction of this bipartisan legislation and urges Congress to take swift action to pass the bill, which contains a provision that would end the diversion of noncommercial jet fuel tax revenues, a key priority for NATA.

“NATA thanks Senator Inhofe for his continued leadership on general aviation issues. The PLANE Act includes a provision that would undo an ill-founded policy that has taken money away from the aviation system for over a decade. This legislation will enable NATA’s members to keep fuel prices competitive and ensures the tax revenue from jet fuel sales supports aviation system users. We appreciate Senator Inhofe for hearing our concerns and working to solve them," stated NATA President Gary Dempsey.

The provision also moved the noncommercial jet fuel tax receipts to the highway trust fund, rather than the airport and airways trust fund, which finances airport infrastructure improvements. Read more.

NATA is pleased with the Senate confirmation of Stephen M. Dickson as Administrator of the Federal Aviation Administration (FAA).

Dickson retired from Delta Air Lines after serving as a Captain and, most recently, as Senior Vice President-Flight Operations with oversight of the safety and operational performance of Delta’s global flight operations. He has been a steadfast advocate for safety and modernization, having served as chairman of several industry stakeholder groups and two Federal Advisory Committees: the Air Traffic Management Advisory Committee (ATMAC) and the NextGen Implementation Task Force.

“Steve Dickson is a widely recognized senior aviation leader who’s been closely involved with the development of the NextGen Air Traffic Control System. The National Air Transportation Association looks forward to continued collaboration with FAA leadership to further our shared goals of safety, improving the national airspace system, and supporting aviation businesses,” stated NATA President Gary Dempsey. Read more.

NTSB Issues Safety Alert for Jet Fuel Providers on Preventing DEF Jet Fuel Contamination

Last week, in a press release issued by the National Transportation Safety Board (NTSB), the agency announced the release of Safety Alert (SA-079) warning jet fuel providers to take certain measures to prevent jet fuel contamination by Diesel Exhaust Fluid (DEF). The NTSB recommends fuel providers to add a “NOT FOR AVIATION USE” label to all DEF containers and to also ensure they store all chemicals in labeled containers.

DEF is a urea and water-based fluid that is required by federal regulations to be used in the emission reduction systems of modern diesel engine vehicles. DEF is not a fuel additive, aviation or otherwise. It is a clear liquid, stored in a specialized tank on the chassis of diesel engine vehicles, that is then injected into the engine exhaust to promote reduction of noxious emissions.

In previous incidents where jet fuel was contaminated by DEF, line service personnel mistook DEF for Fuel System Icing Inhibitor (FSII) and adding DEF to the FSII storage tanks on mobile refuelers. DEF and FSII are both clear, colorless liquids and if DEF is mistakenly added to a FSII storage tank, contamination can be very difficult, if not impossible, to detect. The urea in DEF reacts with certain jet fuel chemical components to form crystalline deposits in the fuel system. These deposits then flow through the aircraft fuel system and accumulate on fuel filters and other fuel system components, which can and has led to inflight engine shutdowns.
