TSA Seeking Changes to Ground Security Coordinator Training

Comments Due This Friday

Operators subject to various TSA-mandated security programs are encouraged to obtain and review proposed changes to the training required for Ground Security Coordinators (GSC).  The TSA released draft revisions to the security programs that will alter the mandatory training for GSCs under the Twelve-Five, Private Charter and Full All-Cargo Aircraft Operator Standard Security Programs (TFSSP, PCSSP and FACAOSSP, respectively). Operators with these programs should log into their online Homeland Security Information Network (HSIN) account to obtain the proposed changes.  NATA reminds operators that these documents are considered Sensitive Security Information (SSI) and that they should be protected accordingly. NATA is submitting comments on the GSC training changes and encourages affected operators to also submit comments in accordance with the procedures outlined by TSA by the deadline, Friday, January 22, 2016.

NATA’s Hendricks Talks FAA Reauthorization with Lawmakers

Last Monday, NATA President Tom Hendricks joined the leaders of NBAA, EAA and the Kansas aviation business community to brief lawmakers from Kansas, North Carolina, Texas, Georgia, New York, Oklahoma and Minnesota.  Hendricks and the other GA participants discussed the upcoming FAA bill, particularly the potential impacts to aviation businesses and rural America of creating a not-for-profit corporation to oversee air traffic control. The event was organized by Representative Mike Pompeo (R-KS) who remarked, “Improvements to the FAA need to be made in order for general aviation to continue in excellence, but it is crucial that Congress take a commonsense approach to reforming the FAA in a way that strengthens our entire air transportation system. This means focusing on smart solutions to specific problems, and steering clear of Washington’s typical sledge hammer approach to legislating, which only ends up creating more problems than we fix.”

Tom Hendricks and Staff Attending S&D This Week

FAA Releases Final Rule on Student Pilot Application Requirements

The FAA has released a final rule on Student Pilot Application Requirements. The rule requires “applicants to apply for a student pilot certificate through a Flight Standards District Office, designated pilot examiner, airman certification representative associated with a pilot school, or certified flight instructor. Aviation Medical Examiners will no longer issue a combination medical certificate and student pilot certificate.” The rule is in response to section 4012 of the Intelligence Reform and Terrorism Prevention Act and allows for security vetting by the Transportation Security Administration (TSA) prior to the FAA issuing a student pilot certificate. The rule is effective on April 1, 2016.

Bay Area Operators Urged to Make Plans for the Super Bowl ™ Now

Due to the large number of aircraft expected for Super Bowl 50™, the FAA has announced special traffic management procedures for arrivals and departures in the San Francisco Bay, Napa Valley and Monterey Peninsula area. The FAA is not imposing a slot requirement, however all aircraft will require an FBO ramp reservation for arrivals and departures in the days preceding and following the event. Operators planning flights to airports in the vicinity between February 4 and February 8, 2016 should contact their preferred FBO to secure space as soon as possible. Operators should also remember that the TSA typically announces flight restrictions 3-5 days prior to the game. “It’s never too early to book space for what is expected to be one of the most memorable games to ever be played in the Bay Area. We are focused on customer service, ease of transition from Napa to Levi’s Stadium and safety for all of our guests,” explained NATA Member and Napa Jet Center CEO Mark Willey.
