ICAO Members Come to an Agreement to Curb Aviation Emissions

On October 6th, the International Civil Aviation Organization (ICAO) agreed on a new global market-based measure (GMBM) to curb carbon emissions from international aviation — which includes exemptions for operators with international flights that emit less than 10,000 metric tons of CO2 every year and small planes that weigh less than 5,700 kilograms. The agreement, titled the Carbon Offset and Reduction Scheme for International Aviation (CORSIA), is "designed to complement the basket of mitigation measures the air transport community is already pursuing to reduce CO2 emissions from international aviation. These include technical and operational improvements and advances in the production and use of sustainable alternative fuels for aviation." ICAO also states the implementation of CORSIA will begin with a pilot phase from 2021 through 2023, with all States on board from 2027 to 2035. The agreement also includes several exemptions for Least Developed Countries (LDCs), Small Island Developing States (SIDS), Landlocked Developing Countries (LLDCs) and States with very low levels of international activity.

 

 


NATA to Comment on Flammability Compliance Draft

 

The FAA has released a draft policy statement to provide additional clarification regarding acceptable methods for submitting flammability compliance data and necessary documentation of compliance. The agency published this draft policy letter to standardize and clarify guidance information in FAA Order 8110.4. Members of the NATA’s Aircraft Maintenance and Systems Technology Committee perform repairs and modifications to aircraft interiors that require flammability testing and compliance. The committee will be reviewing the draft and providing the association guidance for submitting related comments. NATA is a member-driven association and volunteering to serve on one of the association’s policy committees is a great way to give back to the industry. CBP Expands Global Entry to Nine Additional Airports

Last week, the U.S. Customs and Border Protection (CBP) announced the expansion of nine additional designated Global Entry airports including: Fairbanks International Airport (FAI); Oakland International Airport (OAK); Sacramento International Airport (SMF); Norman Y. Mineta San Jose International Airport (SJC); Louis Armstrong New Orleans International Airport (MSY); Kansas City International Airport (MCI); Lambert-St. Louis International Airport (STL); William P. Hobby International Airport (HOU); and Burlington International Airport (BTV). Global Entry is a voluntary program that “allows pre-approved participants dedicated CBP processing into the United States using Global Entry kiosks located at designated airports.” Global Entry will be available at all nine airports by April 3, 2017. For exact start dates for each airport location, please visit the CBP Global Entry website.

NATA Participates in PAFI Steering Group Meeting

 

Last week, NATA staff participated in a Piston Aviation Fuel Initiative (PAFI) Steering Group (PSG) meeting in Washington, D.C. The PSG, consisting of FAA and industry representatives, discussed the status of Phase I close-out activities and changes pertaining to the lab tests, emissions and toxicology assessments; the overall Phase II plan and schedule along with status updates on engine and aircraft test plans; the Technical Advisory Committee’s work requirements and in-kind support activities; pathways to the fleet wide authorization; and industry outreach efforts. The PAFI program is currently on schedule and the Steering Group will reconvene the week of December 5th, 2016.

2016 Flag Pins for Veterans Project | NATA Welcomes New Participants Sun Air Jets and Above All Aviation

 

NATA’s 2016 Flag Pins for Veterans Project runs through the end of the month. Once again, project participants can display American-made flag pins in their operations with signage suggesting a $1.00 donation per pin, or make a direct donation to the project. Last year’s campaign raised nearly $30,000 for the Veteran’s Airlift Command and The Congressional Medal of Honor Foundation. Jet Logistics Delivers CCT Fixed Wing Aircraft for Boston MedFlight

 

Last week, Jet Logistics announced the recent delivery of a state-of-the-art King Air B200 turbine jet air ambulance aircraft to Boston MedFlight, the award-winning Critical Care Transport program for a consortium of 6 leading Boston, Massachusetts-area hospitals. “This project ideally showcases the unique flexibility, capabilities and performance that our vertically-integrated Air Carrier and Maintenance Repair Organization capabilities deliver commercial and hospital-based clients for their fixed-wing transport aircraft and program management needs when needed,” stated W. Ashley Smith, Jr., founder and President of the Jet Logistics Group. “As with any partnership, the project’s success was dictated largely by the cooperative efforts of both Jet Logistics and Boston MedFlight. FAA Releases NPRM on Pilot Professional Development

 

On October 7th, the FAA issued a Notice of Proposed Rulemaking (NPRM) on Pilot Professional Development. The NPRM pertains to 14 CFR Parts 61, 91, 121, and 135 and stems from an aviation rulemaking committee (ARC) established to develop procedures for air carriers pertaining to pilot mentoring, professional development, leadership and command training. The proposal would require air carriers conducting domestic, flag and supplemental operations to provide new-hire pilots with an opportunity to observe flight operations to become familiar with procedures before serving as a flight crew member; revise the upgrade curriculum; provide leadership, command and mentoring training for all pilots in command (PICs); and establish Pilot Professional Development Committees (PPDC). Part 135 operators and Part 91K program managers complying with Part 121 subparts N and O “would continue to use the existing upgrade curriculum requirements and the proposed leadership and command and mentoring training would only apply to PICs serving in operations that use two or more pilots.” Comments are due on or before January 5, 2017.
