California Regulation Of Flight Training
Last week, California Governor Arnold Schwarzenegger vetoed Assembly Bill 1889 (AB 1889) due to labor provisions contained in the bill. AB 1889 was also the vehicle passed by the California Legislature to provide for a delay in compliance, for flight training facilities, with rules issued by the Bureau of Private Postsecondary Education. The veto was unrelated to the flight training provisions contained in the bill.
Currently, the California Legislature is in special sessions to pass a state budget. NATA is continuing its work in Sacramento to get a delay in compliance through the Legislature and signed by the governor. A delay in compliance will allow time for the industry, in partnership with the Legislature, to change applicable statutes to account for the diverse nature of the flight training industry.

Maryland Governor Declares September "General Aviation and Community Airport Month"
Maryland Governor Martin O’Malley issued a proclamation declaring September "General Aviation and Community Airport Month."
"I am pleased to recognize this vital system of community airports and aircraft that contributes $2.1 billion to our local economy and creates nearly 6,800 jobs for our state," said Governor Martin O'Malley. "It's important that we continue to support this industry, which is vital to not only Maryland, but the entire country."
The proclamation recognizes Maryland’s 36 public-use airports, which serve 8,161 pilots, and 3,462 general aviation aircraft. Given the state’s geography, many businesses and communities rely on general aviation aircraft for access to medical treatment, mobility, economic opportunity, disaster relief and other critical resources.
"We commend Governor O'Malley for his recognition of the impact general aviation has on communities across Maryland. These aircraft and community airports are a literal lifeline for businesses, charities, law enforcement, and hospitals, particularly for communities throughout Maryland and across the country," said Selena Shilad, executive director of the Alliance for Aviation Across America.

ACSF Announces Jim Ballough As New Honorary Board Member
The Air Charter Safety Foundation (ACSF) recently announced the selection of James J. Ballough, former director of the FAA’s Flight Standards Service, as the newest member of the ACSF Board of Governors.
Ballough is a 40-year veteran of the aviation community and has aeronautical aviation experience as a government regulator and industry aviation professional. He holds a Bachelor of Science Degree in Aeronautics from Embry-Riddle Aeronautical University and studied at Harvard University-Kennedy School of Government. He retired from the federal government after a distinguished career spanning 27 years – 24 of those years were with the FAA. Currently, Ballough is the president of JBallough Global Aviation Solutions, LLC.
During his career at the FAA, he served as a senior advisor to the associate administrator for aviation safety. He most notably served as the director of the FAA’s Flight Standards Service from December 2001 to December 2008. That organization of 5000 employees is responsible for promoting the safety of flight for civil aircraft by setting regulations and standards for air carriers, air agencies, general aviation, airmen, and designees. The Flight Standards Service also is responsible for the certification, inspection, surveillance, investigation, and enforcement of the Federal Aviation Regulations and manages the aircraft and airmen official registry system.

Outstanding Lineup Of Speakers Slated For Next NATA ASC Meeting On October 24-25, 2010, In Las Vegas
The NATA Airline Services Council (NATA ASC) will hold its next in-person meeting on October 24-25, 2010, in Las Vegas, Nevada. This meeting will provide an outstanding opportunity to meet with a number of key regulatory leaders with jurisdictions over critical issues affecting the airline services industry. Speakers will include:

Association Launches 2010 Gubernatorial Election Webpage
Five weeks remain until Election Day, and it appears we will likely see big changes to the current political landscape. Governors in 37 states are up for re-election this year. Currently, 20 seats are held by Democratic incumbents and 19 by Republican incumbents. Of the Democratic-held governorships, 8 are held by incumbents who are term-limited, while 4 others are voluntarily choosing not to seek election or re-election. Of the Republican-held governorships, 8 are held by incumbents who are term-limited, while 4 others are voluntarily choosing not to seek re-election, and incumbent Nevada Governor Jim Gibbons was denied re-nomination by losing the Republican primary.

Mac McClellan To Speak At October FBO Success Seminar

Veteran aviation writer, editor and pilot Mac McClellan will be a featured guest speaker at the Ft. Lauderdale FBO Success Seminar on October 5-7. Over the past 30 plus years, Mac has flown just about every general aviation aircraft introduced into the marketplace. Through the process of evaluating aircraft, he has encountered both good and bad FBO service and will share his experiences from a pilot's perspective.
NATA's FBO Success Seminar in Ft. Lauderdale will also feature a comprehensive session with a special focus on fueling. FBO Success Guest Speaker: J. Mac McClellan
Mac has been a pilot for 37 years and an aviation writer for more than 30. He holds an ATP certificate with type ratings in Learjets and Citations. He also has a commercial helicopter pilot license and is a certified instrument flight instructor. Mac began his aviation writing career in 1976 with Business & Commercial Aviation, which, at the time, was a companion to Flying. Mac was technical editor at B/CA and moved over to Flying in 1980 with the same title. During his years at Flying, Mac was based in Kansas City and Grand Haven, Michigan, before returning to the main office, then in Greenwich, Connecticut, to become editor-in-chief in 1990.
Mac has logged more than 10,000 hours flying virtually every current general aviation aircraft type, and many not-so-current classics and antiques. In fact, his first airplane was a Cessna 140 that was manufactured two years before his birth. He now travels primarily in his Beech Baron.
