FAA Updates NOTAM Restricting Russian Aircraft

The FAA has updated its Notice to Air Missions (NOTAM) prohibiting operation of certain Russian owned or controlled aircraft within the United States.

NATA members have contacted the association for guidance on appropriate steps to implement to avoid unintentional noncompliance with Russian bans issued by the U.S. and other nations. 

To that end, NATA urges all aircraft operators to review the current FDC NOTAM related to Russian aircraft (FDC 2/2415). Importantly, the revised NOTAM specifies that the restriction is applicable to, “all aircraft, regardless of the state of registry, owned, chartered, leased, operated or controlled by, for, or for the benefit of, a Russian person or entity identified by the International Trade Administration’s Consolidated Screening List.”

Aircraft operators should immediately implement procedures to ensure compliance with this requirement.

The International Trade Administration’s Consolidated Screening List is available here, the NOTAM FDC 2/2415 is available here, and access to all current NOTAMs is available at www.notams.faa.gov.

Operators with a TSA-mandated security program who have concerns about the transportation of a specific individual should contact the TSA’s Transportation Security Operations Center (TSOC) for guidance in accordance with the procedures specified in the security program.
