Additional details emerged today on the $908 billion bipartisan Senate COVID stimulus proposal. According to a summary released by the coalition of Senators working on the proposal, it would include an extension of the Payroll Support Program (PSP) through March 31, 2021, and “funding for airports,” including set asides for airport concessionaires, Essential Air Service, and the Small Community Air Service Development Program. There are no further details, and the document does not set spending levels for any of the programs. It would also extend the Paycheck Protection Program (PPP) for which many NATA members were eligible to participate in when it was created by the CARES Act in March.

The proposal also includes $160 billion in aid to states and localities, which has become a key point of opposition for Republican senators. Prospects have grown slimmer in the past few days, as both Republican and Democratic leadership have rejected each other’s counter offers during negotiations. As of now, there are only nine more legislative days scheduled before the end of the Congressional session.
