House Appropriators Question ATC Privatization

Last week, DOT Secretary Elaine Chao answered questions from members of the House Transportation Appropriations Subcommittee on the Trump Administration proposal to privatize the nation’s air traffic control system. Subcommittee Chairman Mario Diaz-Balart (R-FL) reiterated committee concerns about the impact of separating air traffic control from government oversight, “I’m concerned that the proposal would reduce or even eliminate, frankly, the public’s voice in something as critical as our nation’s air traffic control.” Ranking Member David Price (D-NC) concurred, noting such proposals “would reduce transparency and oversight while allowing for fee increases, diminished access to the national airspace system for many aviation stakeholders as well as represent an unprecedented giveaway of the taxpayer funded assets to an untested private entity.” Today, NATA EVP Bill Deere responded to specific Administration assertions made at the hearing regarding ATC privatization.



NATA Joins Airport/GA Groups in Support of Flight Act


Last week, NATA joined other airport and general aviation associations in letters of support to Senators Jim Inhofe (R-OK) and Tammy Duckworth (D-IL) and Representatives Sam Graves (R-MO) and Cheri Bustos (D-IL) for their legislation, the “Forward Looking Investment in GA, Hangars, and Tarmacs (FLIGHT) Act of 2017” (S.1320/H.R. 2879). These bicameral, bipartisan bills are intended to provide the FAA with flexibility to fund important airport infrastructure projects at general aviation and small airport facilities. The proposal also creates a public-private partnership pilot program to help airports attract private sector investment for the construction of hangars and other facilities. The bills are candidates for inclusion in the upcoming FAA reauthorization legislation, the texts of which are expected to be released this week and acted upon soon after. Draft Advisory Circular AC 43-ARTS, Use of FAA Form 8130-3 for Approval for Return to Service Under Part 43

NATA joined eight other industry groups in sending the FAA a letter to provide feedback to the latest proposed draft Advisory Circular AC 43-ARTS. The draft AC significantly revises the agency’s interpretation of the requirements for using FAA Form 8130-3. In its comments, NATA urged the FAA to revisit the AC to more closely align with the maintenance recordkeeping regulations and ensure consistency with existing agency policy. Along with its comments, NATA teamed with industry to develop an alternative AC focusing solely on compliance with section 43.9, including an explanation of how the FAA Form 8130-3 may be used to show compliance with some or all of that rule by repair stations, repairmen and mechanics.


Free Safety 1st FBO Status Map


The FBO Status Map is a web-based resource that assists aircraft operators in locating FBOs and ground handlers that are Safety 1st qualified and IS-BAH registered. NATA created the map to supplement the existing processes used by aircraft operators when selecting an FBO. The map is searchable by airport ID, company name, address and allows for additional details for each operation. Safety 1st participants can enhance their existing record on a yearly, per location basis. The listing enhancement includes adding their website, logo contact information and more. NATA Executive Team Offers Insight on Association’s Latest Advocacy Work

New Guidelines Announced for Absorbent Monitor Filter Elements

Last week, Airlines for America (A4A) and the International Air Transport Association (IATA) released new guidelines for placing water absorbing monitor filter vessels into service following the replacement of monitor filter elements. The new guidelines call for flushing of the filter vessel prior to placing the vessel into service. Phillips 66 Aviation Announces Shift in Executive Leadership


Phillips 66®Aviation recently announced a few changes within its General Aviation team including: the appointment of Lindsey Grant, Manager, General Aviation, U.S., and Eric McMurphy, Director of Sales, General Aviation, U.S. Grant will replace R.G. (Greg) Still, who will become Manager, Sales Optimization, Branded Sales, U.S. Sales.


Grant joined the Conoco organization in the U.K. in 1996 (which later became ConocoPhillips and now Phillips 66). For the past 20 years, she has served in positions of increasing responsibility, including Gasoline Trader and National Sales Manager for the U.K. and Ireland. After relocating to Houston, she served as Manager, Strategic Planning leading various initiatives for U.S. Marketing, such as regional strategy development, market placement plans, channel mix optimization and renewables strategies. A 27-year veteran with Phillips 66, McMurphy brings a diverse background to the aviation organization as well. McMurphy has served in several analytical, supervisory, director and managerial roles in terminals, lubes, retail marketing, finance and wholesale marketing. Mayo Aviation Renews ACSF Industry Audit Standard Registration


ACSF is pleased to announce that Mayo Aviation, Denver, CO has renewed its status on the ACSF Industry Audit Standard (IAS) Registry. “This is Mayo Aviation’s fourth ACSF audit,” said ACSF President Bryan Burns. “They have once again demonstrated their continued commitment to high standards by renewing their status on the IAS Registry.” The IAS is the first and only extensive audit program specifically created for on-demand operators by a committee of Part 135 and 91K industry leaders.
